This sickness, IMO, predates Bush. Not to take anything away from the Worst "President" Ever...
You are so right. It comes all the way from Nixon. The fact that he got away scott free from illegal activity gave all the republicans the idea that there's no downside, only a good chance of gaining power. They do it over and over. I fear, short of a coup, there's nothing that will prevent W from going around the world busting things up.
The seeds of the republican's power started right after watergate, and they've had massive infrastructure gains since. The rest of us have been living as if everyone wants the world to be peaceful and productive, and the last six years have taught us that that's not so.
Time to get up and make us some noise.
